Russian Federation suspended from Winter Olympics, clean athletes can compete as neutrals

The decision was made at the International Olympic Committee's HQ in Switzerland

Russian Federation has been banned from competing at next year's Winter Olympics in Pyeongchang by the International Olympic Committee over allegations of state-sponsored doping at the 2014 Games hosted in Sochi.

The IOC executive board made a decision to suspend the ROC with immediate effect.

Tatyana Tarasova, a prominent Russian figure skating coach, said the International Olympic Committee decision was "absolutely unjust".

In a press release the IOC added that the Russian Olympic Committee must "reimburse the costs incurred by the IOC on the investigations and to contribute to the establishment of the Independent Testing Authority (ITA) for the total sum of United States dollars 15 million, to build the capacity and integrity of the global anti-doping system".

No member of the leadership of the Russian Olympic Team at the Olympic Winter Games Sochi 2014 can be included on the invitation list.

It has also fined the Russians 15 million U.S. dollars (£11.16million) to reimburse the costs of the two commissions it set up to investigate the claims and help fund the IOC's new independent testing authority.

The IOC's president, Thomas Bach, said of the punishment handed down on Tuesday, "This was an unprecedented attack on the integrity of the Olympic Games and sport".

Russian Deputy Prime Minister Vitaly Mutko was also banned from any future participation at the Olympic Games. This was reported on the website of the International Olympic Committee. The second commission was led by International Olympic Committee member Denis Oswald and focused on individual athletes at Sochi.

The Kremlin did not immediately comment on the decision, but on Monday spokesman Dmitry Peskov said it was not considering a boycott, though President Vladimir Putin would make the final decision.

The IOC said Russian athletes would be invited to Pyeongchang at its discretion, based on qualifying for individual sports and passing several drug tests.

The Winter Olympics will be held from February 9-25.

In December of 2016, an extensive report found that roughly 1,000 Russian athletes were part of an "institutional conspiracy" involving doping.

Rodchenkov provided the commission with a damning 52-page affidavit, which Press Association Sport has seen, but Schmid said his team had corroborated every claim via testimony from other witnesses, forensic evidence, electronic records and further information. "There were no ideal options, but this decision will clearly make it less likely that this ever happens again", it said.

It looks like Russia's past issues with doping athletes has royally bit them in the ass.
