Rosenstein, who became the No. 2 official at the Justice Department in April and now oversees the investigation into Russia's influence in the 2016 election, approved an application previous year to extend surveillance of Trump ally Carter Page, according to the report.

The memo, which Democrats claim contains "cherry-picked facts" to craft a misleading narrative, takes aim at Deputy Attorney General Rod Rosenstein, who appointed special counsel Robert Mueller to investigate possible obstruction of justice by the president and collusion with Russian to undermine the 2016 presidential election.

That is one of the revelations in a memo compiled by House Intelligence Committee staffers that is set to be released within weeks, according to "three people familiar with it" who spoke to the Times.

The House committee might vote as soon as Monday on releasing tightly held documents on the probe. "While President Trump has the utmost respect and support for the rank-and-file members of the F.B.I., the anti-Trump bias at the top levels that appear to have existed is troubling".

Former British spy Christopher Steele wrote the dossier after being hired by Fusion GPS, an opposition research firm that was working for the Clinton campaign and DNC. The Trump administration has indicated it wants the memo to be made public, while officials at the Justice Department have urged caution.
