Senate leaders said earlier on Tuesday that they were close to a two-year budget deal.

Congress is risking another federal government shutdown as House Republicans on Tuesday approved a temporary bill loaded with extra military spending that will nearly certainly face a filibuster from Democrats - and some Republicans - in the Senate.

Majority Leader Mitch McConnell unveiled the deal with Minority Leader Chuck Schumer on the Senate floor, which would boost military and non-defense spending by $300 billion over the next two years as well as add more than $80 billion in disaster relief.

Durbin, the Senate's minority whip, told CNN host Jake Tapper that reaching a bipartisan DACA deal before Thursday wasn't likely.

The bill, which passed in the House by a vote of 245-182, would fund domestic government programs through March 23 while giving the Pentagon a full-year budget of $659 billion, up $52 billion from 2017.

A partisan standoff over the issue caused a partial government shutdown for three days last month after Congress failed to pass a stopgap spending measure. If the Senate takes out defence, "that's their choice" and if they do so "we'll have to deal with it on Wednesday or Thursday if the bill comes back", Meadows said.

Multiple sources with direct knowledge told CNN Tuesday that budget negotiators are on the verge of a major spending deal. An overwhelming Senate vote, they think, will change the underlying dynamic of the DACA standoff, forcing the House and Trump to the table to find a real resolution to the issue - and if they don't, the blame will be squarely them. Speaker Paul Ryan (R-Wisconsin) said he was willing to take up a bill proposed by the White House, offering amnesty for 1.8 million illegal immigrants in exchange for border wall funding and immigration reforms.

House GOP appropriators unveiled the short-term spending bill, known as continuing resolution (CR), that would also fund the military at increased levels through the rest of the fiscal year, which ends September 30. "Unfortunately, last time we had to have a shutdown", McCarthy said. "We'll do a shutdown, and it's worth it for our country". "I'm optimistic that very soon we're going to be able to reach an agreement". She said the president only wants wants a long term deal on immigration. Republicans who have control of both Senate and the House are hoping they can keep immigration and spending separate.

It was unclear late Tuesday what the next steps would be for the House bill.

Trump has said any immigration deal must include changes to programs for legal immigration that would assess applicants on their skills, rather than their countries of origin or ties to USA residents.
