US Gov't Shuts Down Again as Congress Misses Deadline

House leaders hustled to move before federal employees were due back at work, hoping to minimize the disruption.

He says senators will likely pass the bill, adding, "They'll be exhausted and ornery, but it's their own fault".

The funding and budget bill includes around $300 billion in extra spending for both military programs and domestic non-military programs such as health, infrastructure and disaster relief.

"By leaving this vital issue unresolved, this package leaves DREAMers isolated, without a path to resolution in the House", a Democratic whip notice said.

Senate passage is expected Thursday evening.

Once known as the party of fiscal conservatives, the Republicans and Mr Trump are now quickly expanding the U.S. budget deficit and its $US20 trillion national debt.

But the deal's fate in the House is far from certain.

It was the second shutdown this year under the Republican-controlled Congress and Trump, who played little role in attempts by party leaders this week to end months of fiscal squabbling.

Top Republicans - including House Speaker Paul Ryan and House Majority Leader Kevin McCarthy - asserted they are committed to working with members across the aisle on finding a DACA solution. But many Democrats backed the measure without that assurance.

The White House kept its distance from the quarreling on Capitol Hill.
