Government shuts down as Sen. Rand Paul upbraids GOP colleagues over budget-busting spending plan

The House was set to vote in the early morning hours.

It crept up slowly Thursday night after GOP Sen.

Paul said he's willing to hold up the vote and shut the government down over his demands. Paul refused to allow that to happen, upset that an amendment of his to restore budget caps was not being put up for a vote.

The Senate is likely to vote to reopen the government in the wee hours Friday.

Different groups are working to prepare legislation for the immigration effort, including conservatives who are working on a legislative version of President Donald Trump's proposed framework and a group of bipartisan senators who have been meeting almost daily to try to reach agreement on the issue. House leaders signaled that chamber would immediately take it up, though the situation was trickier there after liberal Democrats and tea party conservatives both swung into opposition.

House leaders hustled to move before federal employees were due back at work, hoping to minimize the disruption.

He says senators will likely pass the bill, adding, "They'll be exhausted and ornery, but it's their own fault".

The funding and budget bill includes around $300 billion in extra spending for both military programs and domestic non-military programs such as health, infrastructure and disaster relief.

Hoyer's overture comes as Republican Sen.

Most Democrats opposed the measure, following the lead of Minority Leader Nancy Pelosi, D-Calif., who tried and failed to use the moment to secure a promise for a separate vote on immigration. The aide requested anonymity because leadership deliberations are secret.

The Trump administration signaled it expected the shutdown to be short, calling it a "lapse".

As the clock hit midnight, Office of Management and Budget Director Mick Mulvaney immediately implemented plans to close non-essential government operations, said spokesman John Czwartacki.

Prospects for avoiding the temporary shutdown were dashed when Republican Sen.

Lawmakers are facing a midnight deadline. Speaking to the New York Times, Rep. Mark Meadows, chairman of the House Freedom Caucus, said, "It was pretty much a smorgasbord of spending and policy that got added to this ... normally, people who eat at smorgasbords all the time are not the healthiest".

Paul brushed off pleas from Senate leaders. "But I would argue that it's time to vote". With Paul standing just a yards away, he said the delays could continue "if we want to go for theater" but said the bill would pass notwithstanding. "By leaving this vital issue unresolved, this package leaves DREAMers isolated, without a path to resolution in the House", a Democratic whip notice said.

Senate passage is expected Thursday evening.

Once known as the party of fiscal conservatives, the Republicans and Mr Trump are now quickly expanding the U.S. budget deficit and its $US20 trillion national debt.

But the deal's fate in the House is far from certain.

It was the second shutdown this year under the Republican-controlled Congress and Trump, who played little role in attempts by party leaders this week to end months of fiscal squabbling.

Top Republicans - including House Speaker Paul Ryan and House Majority Leader Kevin McCarthy - asserted they are committed to working with members across the aisle on finding a DACA solution. But many Democrats backed the measure without that assurance.

The White House kept its distance from the quarreling on Capitol Hill.
