The Prime Minister has two main options - although the European Union would need convincing of either.

Downing Street has spent the last few days intensely lobbying ministers including David Davis, Liam Fox and Boris Johnson on the benefits of the so-called hybrid model, under which the United Kingdom would collect European Union import tariffs on behalf of Brussels.

The UK's future involvement with the EU customs union has sparked renewed debate in the country's legislature, with parliamentarians taking a series of votes in recent weeks on the subject even as Brexit negotiations continue.

Mr Robbins is understood to regard the partnership as a means of avoiding a hard border in Ireland while keeping the United Kingdom out of the European customs union.

In parliament, May said there were a number of ways to solve the customs issue, in what seemed to suggest that her government could be looking beyond the two proposals already made.

The report reiterates previous warnings to May's government that any U.S. administration - particularly one led by President Trump - will be keen for Britain to lower its standards in areas like agriculture.

The European Union 27 expect that the so-called "backstop" solution - Northern Ireland remaining in the EU customs union and large parts of the single market - be given full legal effect in the Withdrawal Agreement, the binding treaty that guides the United Kingdom out of the EU.

"The Prime Minister's calculations have got to include exactly what reaction there would be from the parliamentary party and the wider Conservative Party if we were to enter into that sort of relationship".
