Comey 'broke norms but not biased' - agency watchdog report

The Justice Department's inspector general put out his long-awaited report on the FBI's handling of the Clinton email investigation.

The Justice Department's internal watchdog is releasing its much-anticipated report on the FBI's handling of the Hillary Clinton email investigation. Comey informed Congress of the emails October 28, 2016.
