CSU's Seehofer offers to stand down over border bans

Seehofer said he was ready to step down as minister and as chair of his Christian Social Union (CSU) at a meeting where his party's leadership was discussing whether to accept immigration proposals Merkel brought back from Brussels last week.

Seehofer and Merkel have been at odds over Germany's approach to mass migration.

A refusal to do so could rupture the party's 70-year alliance with Merkel's Christian Democrats (CDU), depriving her of a majority in Europe's economic powerhouse.

Mrs Merkel has rejected that approach, saying Germany needs to address migration more broadly to preserve European Union unity.

As he entered a CDU crisis meeting Monday, party deputy leader Armin Laschet insisted that the sister parties "want to hold onto" their alliance.

In a televised interview on Sunday, Merkel said "The sum of everything we have decided has the same effect [as national measures]".

CDU general secretary Annegret Kramp-Karrenbauer said in Berlin party leaders were "united" behind "effective, humane solutions together with our European partners".

A dispute over how to handle migration has plunged Merkel's three-month-old "grand coalition" into crisis and weakened the conservative leader, forcing Merkel to scramble to try to reach deals with individual European Union members.

Leopold Traugott, policy analyst at think tank Open Europe, sees little hope for a compromise between the parties as they meet again Monday.

By letting the CSU tear itself apart over its future in the coalition, Merkel may yet rid herself of a formidable foe in Seehofer - as she has with a string of other top conservatives in her 12-1/2 years in office.

Volker Bouffier, premier of the state of Hessen and Merkel's close ally, said that the CSU should be pleased at what it had achieved so far as he arrived at a similarly protracted meeting of his and Merkel's CDU in Berlin.

If the CSU withdraws its support for Merkel's coalition, she would be left without a majority in the German parliament, possibly prompting fresh elections.

Since 2015 over one million refugees have entered the continent; many settling down in Germany and Austria.

"I understand that this is a dramatic attempt to save her own position, but absolutely there is no agreement", Jacek Sasin, a senior Polish government official said, on public television on Sunday.

Pressure from the right is especially acute for the CSU as it faces October regional elections in Bavaria.
