US, Canada hold last-minute NAFTA talks as deadline looms
Sources familiar with the talks told Reuters on September 11 that Canada was ready to give the United States limited dairy access. Trump blames NAFTA for causing US manufacturing jobs to move to low-wage Mexico and is demanding major changes.

Still, it will spread rain into the Southwest US by Tuesday and Wednesday, with 1 to 3 inches possible and possible flooding in western Arizona, southern Nevada and Utah. In issuing the flash flood watch, officials also said to be wary of flooding in burn scars from recent wildfires.

There is a flash flood warning in effect Monday and Tuesday for Phoenix and surrounding areas. Harvey, which made landfall north of Corpus Christi late Friday evening, is expected to dump upwards to 40 inches of rain in Texas over the next couple of days. "It won't keep all of the water out".

"It could be a tropical depression or tropical storm at that point, but regardless it's going to be a significant increase", says Hopper.

Cerveny said it's rare for tropical cyclones to hit Arizona and that they can be "drought busters".
